Border Collies have a very strong herding instinct, they do best on the country or in houses. Not the best to keep in the city or in apartments. (Every dog is an individual!)
If not trained correctly they can get problems with stress, so teaching them to have an "On-off" button is critical.
Keeping them stimulated and activated is key to getting a happy and friendly Border Collie.
Should keep an eye on them with smaller children and other pets.
